A barrier for a cut slope and a river is provided to perform construction easily and strongly and to prevent the erosion of a cut slope and a river. A barrier(100) for a cut slope and a river is formed by putting an upper fixture(110) and a lower fixture(120) at a certain distance and fixing connectors(130) between the upper fixture and the lower fixture, wherein the connectors are fixed obliquely against the proceed direction of the upper fixture and the lower fixture to cross each other, so that plural triangular spaces(140) are formed between the upper fixture and the lower fixture to be filled with fillers such as gravel or soil or to locate a vegetation mat, a vegetation roll or a hemispheric vegetation mat to cultivate plants.
