A bed-soil heating apparatus capable of ensuring heat permeability is provided to enable high-temperature steam to permeate into bed soil being transferred continuously through a cylindrical housing, thereby eliminating weed seeds, bacteria, or insects contained in the bed soil in a short time. A bed-soil heating apparatus capable of ensuring heat permeability comprises: a cylindrical housing(10) which is formed with a bed soil inlet(11) and a bed soil outlet(12); a stirring blade part(20) which has rods(22) with stirring blades(23) in a radial structure at the external diameter of a rotating shaft passing through the housing; and a power generation part(30) which generates and supplies a rotary power necessary for the rotation of the rotating shaft. Both the rotating shaft and the rods are composed of hollow pipes and are connected each other. A steam supply pipe(40) is connected to the rotating shaft, and steam spray holes(13) are formed at the rotating shaft or the rods, or at both of them. The bed soil supplied through the bed soil inlet is stirred by the stirring blades, transferred to the bed soil outlet, and heated rapidly by high-temperature steam from the steam spray holes in the transferring step.
