The device has flat parts which serve to orient and block a bolt head, where the parts are made of metal, alloy or plastic material. Plates are connected in upper part by a tubular part which maintains the plates and avoids spacing of the plates. The tubular part has two wheel flats with holes for facilitating positioning of the part in the housing of a railway sleeper. The tubular part is threaded and assembled on a tee screw which has a diameter of a non threaded part to make the device inseparable from the screw.
