PROBLEM TO BE SOLVED: To improve convenience of the operation and utilization of seed information in an authentication system using an authentication system by means of a one time password. SOLUTION: This identification information generation device is provided with: a storage means for storing a plurality of pieces of seed information for generating identification information (one time password); a selection means for selecting one piece of seed information from a plurality of pieces of seed information stored in the storage means according to a user operation; a generation means for generating identification information based on a predetermined algorithm based on the seed information selected by the selection means; and an output means for outputting the identification information generated by the generation means.
