PROBLEM TO BE SOLVED: To provide a plasma display panel which has an improved emission efficiency though driven at a voltage lower than a predetermined discharge voltage. SOLUTION: For improving the emission efficiency, the plasma display panel is constituted of a rear substrate, a front substrate arranged facing the rear substrate, barrier ribs arranged between the front substrate and the rear substrate and partitioning a plurality of discharge cells, pairs of sustain electrodes each having an X electrode and a Y electrode arranged separate from each other with a distance between the X electrode and the Y electrode being greater than the height of the barrier ribs on the front substrate, and a front dielectric layer covering the pair of the sustain electrodes and having grooves formed in each of the discharge cells.
