PROBLEM TO BE SOLVED: To improve the production efficiency of hydrogen by concentrating a hydrogen iodide aqueous solution without forming an azeotropic mixture of water with hydrogen iodide to make the energy to be used at a step of concentrating the hydrogen iodide aqueous solution as low as possible. SOLUTION: The apparatus 1 for producing hydrogen is provided with: a Bunsen reaction unit 2 for producing a sulfuric acid aqueous solution and the hydrogen iodide aqueous solution from iodine, sulfur dioxide and water; a hydrogen iodide concentration/decomposition unit 3 for concentrating the hydrogen iodide aqueous solution and then decomposing hydrogen iodide to obtain hydrogen and iodine to be supplied to the Bunsen reaction unit 2; and sulfuric acid concentration/decomposition unit 4 for concentrating the sulfuric acid aqueous solution and then decomposing sulfuric acid. A hydrogen iodide cooler/concentrator 9 for freezing water to concentrate the hydrogen iodide aqueous solution is arranged in the hydrogen iodide concentration/decomposition unit 3 of this apparatus 1 for producing hydrogen.
