PROBLEM TO BE SOLVED: To provide a packaging inspecting apparatus capable of detecting existence of an inner covering paper inserted and applying no paste when the inner covering paper does not exist for solving the problem that when a paper roll is packaged, the inner covering paper for covering the end face sometimes falls off, and when automation of packaging is employed, the paste is applied on the end face under without the inner covering paper, resulting in spoilage of a product. SOLUTION: Before applying the paste, a CCD camera 17 is fitted on a through-hole 21 formed in a pressing disk 20 for stabilizing a folding condition of a selvage folding part 6, and before the paste is sprayed, an image is picked up while the paper roll 1 is rotated, and the picked-up image is processed by a controller 19. When the inner covering paper does not exist, a packaging machine 11 is stopped, and after the inner covering paper 4 is inserted, the paste is sprayed. COPYRIGHT: (C)2008,JPO&INPIT
