PROBLEM TO BE SOLVED: To accomplish enhancement of accuracy of program loading by modification of small scale based on past records. SOLUTION: In the monitoring device for the railway for collecting detection data from a detector 17 to a station device 40 and an upper rank monitor 11 through a field device 80, a non-volatile memory 84 and a program loading means are added to the field device 80 and an aggregation device 70 for transmitting a program from a setting terminal 60 to the field device 80 is inserted/installed on transmission circuits 16, 74. FSK transmission circuit 71 is arranged on the upper rank transmission circuit 16, by-phase transmission circuits 73, 83 are arranged on the lower rank transmission circuit 74, and a program code is transmitted to the field device 80 through the aggregation device 70 not through the station device 40. Further, the by-phase transmission circuit 83 of the field device 80 transmits a reset signal R to a central processing device 31 when it receives a signal of specified frequency lower than frequency of a conveying wave of by-phase transmission system.
