<P>PROBLEM TO BE SOLVED: To prevent the exhaust of unburned fuel from a combustor. <P>SOLUTION: Raw fuel stored in a cartridge 2 and water are sent to an evaporator 4 by a pump 3. The raw fuel and water are evaporated by an evaporator 4, and the mixed gas of the raw fuel and water is supplied to a reformer 5. Hydrogen is generated of the raw fuel and water in the reformer 5, the hydrogen is fed to a power generation cell (a fuel cell body) 8 through a carbon monoxide remover 6, and electric power is generated by the electrochemical reaction of hydrogen in the power generation cell 8. Unreacted hydrogen exhausted from the power generation cell 8 is burned by a first catalytic combustor 9, the hydrogen remaining in the first catalytic combustor 8 without being burned is all burned in a second catalytic combustor 10. Temperature data measured in an electric heater temperature sensor 91 are inputted in a controller 30, and the controller 30 controls the air supply amount of an air pump 31 according to the measured temperature.
