PROBLEM TO BE SOLVED: To provide a developer carrier capable of suppressing generation of positive ghosts caused by development history and of suppressing generation of negative ghosts, especially under a low-temperature and low-humidity environment and moreover at an initial stage, and to provide a developing device or the like that uses the developer carrier. SOLUTION: The developer carrier (1) is constituted of a structure, having a metallic surface layer, in which Gs (60°) of 60°specular gloss is in a range of 10 to 40 on a rough surface of a substrate (2) whose surface is roughened. The roughened surface (2) is a substrate, having a surface state such that recess portions (5), formed by making spherical particles whose diameters are larger than those of small-diameter spherical particles to collide with are spotted on a fine rough surface (4) formed, by making the small-diameter spherical particles collide with them.
