PROBLEM TO BE SOLVED: To achieve space saving and also to facilitate processing for electrical wiring without sacrificing operation speed. SOLUTION: A pan base 18 is held on a supporting pedestal 11 turnably in a pan direction, and a tilt base 13 can rotate in a tilt direction integrally with a tilt base shaft 24 relative to the pan base 18. A pan motor 22 and a tilt motor 21 are fixed on the supporting pedestal 11. By meshing a tilt motor bevel gear 26 with a tilt base bevel gear 25, the driving force of the output shaft 21a of the tilt motor 21 is transmitted to the tilt base shaft 24, so that the tilt base 13 is rotated to tilt. By meshing a pan motor spur gear 29 with a pan base spur gear 28, the driving force of the output shaft 22a of the pan motor 22 is transmitted to the pan base 18, so that the pan base 18 is rotated to pan.
