PROBLEM TO BE SOLVED: To regulate the use of a mobile communication terminal in a use regulation area in respect for the will of a user. SOLUTION: In response to a notification from a notification means installed in the entrance of a hospital or a theater, restriction information indicating that a mobile communication terminal enters a restriction area is held by a restriction information holding means of the mobile communication terminal, and the restriction information is appended to a connection request to be sent from the mobile communication terminal to a mobile communication system by a restriction information appending means. If a call discriminating means of the mobile communication system discriminates that the restriction information about the inside of the restriction area is contained in the connection request, a connection acknowledgement message indicating a call origination from the inside of the restriction area is returned and provided to the user by an output means of the mobile communication terminal. Only when the user dares to perform operation to continue connection processing in spite of the connection acknowledgement message, communication is started, and a charging rate higher than equal communication just by an appropriate ratio is applied to the communication by a charging control means.
