PROBLEM TO BE SOLVED: To provide a light-emitting material having high electric conductivity, a light-emitting element which can be driven at low voltage, and a light-emitting device and an electronic apparatus with reduced power consumption. SOLUTION: The light-emitting element incorporates a first electrode 101, a first insulating layer 102, a light-emitting layer 103, a second insulating layer 104 and a second electrode 105 on a substrate 100. The light-emitting layer 103 includes a light-emitting material containing an inorganic compound which is any one of sulfide, nitride and oxide as a host material; at least one element selected from the group consisting of copper, silver, aluminum, fluorine and chlorine as a luminescent center material; manganese; and either gallium phosphide or gallium antimonide.
