PROBLEM TO BE SOLVED: To reduce cost of folding work of an air bag and to make deployment characteristic of the air bag sufficient. SOLUTION: The air bag 12 is spread in a flat surface shape. The air bag 12 is radially pressed from an outer peripheral side by a first pressing body to form a first accumulation part 51 in a wave form. A radial extension part remained between the first accumulation parts 51 is radially pressed from an outer peripheral side by a second pressing body to push it between the first accumulation parts 51. The radial extension part is folded in the wave form to form a second accumulation part 52. The first accumulation part 51 is pressed by the second accumulation part 52 and is swelled to the outer peripheral side. When a gas is introduced into the air bag 12, the first accumulation part is firstly inflated/deployed to the outer peripheral side, the second accumulation part is subsequently inflated/deployed to the outer peripheral side, and the air bag 12 is quickly inflated/deployed to the outer peripheral side.
