PROBLEM TO BE SOLVED: To provide a method for producing a porous solid in which temperature-sensitive water-absorbing and discharging resin applicable to various kinds of applications, particularly capable of being suitably used as a material, etc., effective in building of a heat island countermeasure system and capable of sufficiently and efficiently fixing even temperature-sensitive water-absorbing and discharging particles having sizes of certain degree without depending on kind of the porous solid into a hole is fixed into the hole, and to provide a heat island countermeasure material utilizing the resultant porous solid. SOLUTION: The method for producing the porous solid comprises immersing or injecting a dispersion obtained by dispersing the temperature-sensitive water-absorbing and discharging resin particles into water having a temperature not lower than temperature-sensing point of the temperature-sensitive water-absorbing and discharging resin particles in the presence of a disperse stabilizer into a porous solid having a hole not smaller than a diameter of the temperature-sensitive water-absorbing and discharging resin particles and then cooling the immersed or injected material at a temperature not higher than the temperature-sensing point of the resin particles.
