PROBLEM TO BE SOLVED: To provide a viscous system vibration damper and a base isolation building having this viscous system vibration damper, capable of maintaining such the effect over a long period, as long as a big earthquake is not caused, while providing the vibration control effect in a strong wind, by effectively and early damping even microvibration by wind. SOLUTION: This base isolation building 1 has a concrete foundation 2 fixed to and arranged in the ground by a pile, a base isolation device 5 composed of an isolator 4 containing a lead column 3, an office building 6 as an upper structure supported on the foundation 2 via the base isolation device 5, and the viscous system vibration damper 7 arranged between the foundation 2 and the office building 6.
