A LED(Light Emitting Diode) chip on board type flat light source module and a liquid crystal display using the same are provided to improve luminance by a reflection layer formed in the substrate, thereby implementing superior luminance characteristics of a display device without hot spot. A LED(Light Emitting Diode) chip on board type flat light source module comprises the following parts: a substrate(10) in which a print circuit is formed; a reflection layer(20) which is formed in the substrate; at least one LED chip(30), which is formed in a substrate in which the reflection layer is formed, for performing a role of a light source; a transparent glass-ceramic layer(40) which is formed in a substrate in which the LED chip is formed; and a multi-function optical member(50), which is located in the transparent glass-ceramic layer which is connected to the substrate.
