<P>PROBLEM TO BE SOLVED: To provide a fuel cell restraining the dissolution of a catalyst or the like caused by a fuel lacking state. <P>SOLUTION: A fuel cell 110 includes an electrolyte layer 112, a first electrode 122 which is provided on one surface of the electrolyte layer and to which fuel is supplied, and a second electrode 114 which is provided on the other surface of the electrolyte layer and to which an oxidant is supplied.
