<p><P>PROBLEM TO BE SOLVED: To suppress or automatically recover a failure in a network. <P>SOLUTION: The server 200 has a scenario table in which monitoring object information showing one or more network devices A, B and C of the objects of failure recovery, failure information for identifying a failure content, measure information to the failure, and frequency information showing the number of times of recovery of the failure with the measure information, are coordinated and stored. For example, the network device A300 detects the failure in its own network device and transmits a failure event to the server 200. The server 200 selects the measure information in lowering order of the frequency information by referring to the scenario table, and transmits it to the network device A300.
