PROBLEM TO BE SOLVED: To prevent shift of secret hyper frame when a large number of packet discard or loss occurs before packets are processed by a re-transmission function of a base station, in an architecture in which functions are separated so that a re-transmission function is set in the base station and a secret function is set in a high-order apparatus. SOLUTION: A packet discard control function is used in a mobile communication system consisting of the base station having the radio re-transmitting function for mobile stations and a buffering function, and the high-order apparatus having a secret information for the mobile stations. In this method, the base station recognizes the secret sequence number of each of packets in a secret state, and when discarding stay packets, the base station does not discard a packet equivalent to the secret sequence number same as that of the finally transmitted packet, but transmits it to the mobile station, and discards the other packets.
