PROBLEM TO BE SOLVED: To provide a step-up/step-down chopper device that prolongs a service life of a secondary battery, capacitor, and electric double-layer capacitor to be connected to the low-voltage side, while improving stability and load fluctuation responsiveness, and to provide an electric double-layer capacitor charging method. SOLUTION: The step-up/step-down chopper device is provided with a voltage controller (12), which generates a current command value for suppressing a deviation between a voltage command value of a step-up/step-down chopper circuit (1) and detection output of a high-voltage side voltage detector (8) to zero, a current controller (19) for generating a pulse command for suppressing a deviation between the current command value and a DC current detector (10) to zero, a switch (24), which decides whether it is a step-up operation or a step-down operation from an output value of the high-voltage side voltage detector (8) and that of a low-voltage side voltage detector (9) and outputs a pulse signal, corresponding to the pulse command after selecting either of a step-up switching element (4) and a step-down switching element (3), and an inrush current prevention circuit (26).
