PROBLEM TO BE SOLVED: To provide a technology for employing a rotor rotatable about a predetermined axis while having inverse saliency. SOLUTION: A plurality of magnets 12a and 12b are arranged annularly on a substrate 11 with symmetric polarity around the shaft hole 10. A plurality of magnetic bodies 13a and 13b are arranged between the magnets 12a and 12b. A magnetic plate 542 covers the magnets 12a and 12b and the magnetic bodies 13a and 13b from the stator side. The magnetic plate 542 has slits 55c-55f extending through the magnetic plate 542 from a position close to the shaft hole 10 to a position remote therefrom and opening. The magnetic plate 542 located between the slits 55c and 55d functions as the magnetic body 54d, the magnetic plate 542 located between the slits 55d and 55e functions as the magnetic body 54e, the magnetic plate 542 located between the slits 55e and 55f functions as the magnetic body 54f, and the magnetic plate 542 located between the slits 55f and 55c functions as the magnetic body 54c, respectively.
