PROBLEM TO BE SOLVED: To easily adjust a manual operation such as the hand turning of a user to a proper operation amount, and to perform efficient charging, in a charger that performs charging to a variety of portable telephone sets or the like having a variety of charging characteristics. SOLUTION: A charging current by a hand tuning operation or the like is detected (Rd), and when there arises a state that the charging current of a prescribed value or larger is obtained by using the operation amount (for example, rotation speed) of the user, this state is indicated by lighting an LED 3. That is, it is enough for the user only to perform operation so that there arises a state that the LED 3 merely lights without being conscious of the kind of an external apparatus that is an object to be charged.
