PROBLEM TO BE SOLVED: To provide a battery monitoring device in which a battery exchange necessity and a battery deterioration can be detected surely in a simple structure. SOLUTION: In a battery system provided with a battery to supply a power to an electric item and a sensor to detect a battery voltage, a charge/discharge current and a battery temperature, a battery capacity is calculated and an actual internal resistance is calculated as well when an engine is started up, and furthermore, a battery theoretical internal resistance according to an environmental temperature and a battery open voltage at a time of the engine halt are detected, and a pre-judgement of a battery exchange based on a variation of the battery open voltage is conducted, and then an obtained battery capacity, battery actual internal resistance, battery theoretical internal resistance, battery open voltage and value of the pre-judgement of the battery exchange, a judgement of a battery exchange or a battery deterioration can be made.
