PROBLEM TO BE SOLVED: To provide a device and a system capable of performing appropriate information output according to each stage of degradation of a lighting system while reducing the degradation of image recognition accuracy due to the degradation of the lighting system in using LED illumination as illumination for a system using image recognition although the replacement time of LED illumination tends to be missed because it is gradually degraded. SOLUTION: The light quantity of LED illumination is computed based on the luminance of an image photographed by lighting the LED illumination, and compared with a luminance standard value A showing the minimum light quantity required for image recognition and a luminance limit value B showing the light quantity that cannot obtain sufficient accuracy even if image recognition processing is performed after correcting the luminance of the image (B<A). When the light quantity of LED illumination is less than A, an alarm is given to the effect that LED illumination is degraded, and when the light quantity is less than B, an alarm is given to the effect that the replacement time of LED illumination has come.
