<P>PROBLEM TO BE SOLVED: To provide a component holding member quality detecting device capable of detecting a component holding member that badly affects a correct part recognition and to provide a method therefor, and a part mounting device having the component holding member quality detecting device, and a method therefor. <P>SOLUTION: The device is provided with an illumination device 120, a CCD camera 106, and a controller 150, and is designed to judge the quality of a suction nozzle based on brightness at a part supporting surface 140 of the suction nozzle 201.
