PROBLEM TO BE SOLVED: To provide an optical coupler which facilitates optical coupling between an optical element and an optical transmission line, and achieves a high coupling efficiency. SOLUTION: For the optical coupler 10, the first waveguide structure 1 for optical coupling and the second waveguide structure 2 for optical coupling are previously mounted on a light emitting element 11 and the optical transmission line 12, thereby only positioning of the first waveguide structure 1 for optical coupling and the second waveguide structure 2 for optical coupling is needed at the time of optical coupling to be able to achieve highly accurate positioning with ease. Moreover, it is also easy to obtain a high coupling efficiency by adjusting the first waveguide structure 1 for optical coupling and the second waveguide structure 2 for optical coupling in such a length that their end parts come close to the light emitting element and the optical transmission line, respectively, at the time of optical coupling.
