PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device which can suppress the starting arc while ensuring the starting properties, and also to provide a lighting apparatus using the discharge lamp lighting device. SOLUTION: In this discharge lamp lighting device, the control time constant of a light detection control is made to be smaller than that of the voltage applied to a discharge lamp 3 at starting, then the output of a high frequency generator 1 is shifted to a lighting power control at about the same time. Consequently, the device does not make a user feel lightning flash or makes its effect smaller by avoiding or reducing, that the device makes the light output larger by applying such a high voltage as equivalent to the starting voltage even though the discharge lamp 3 has started to light.
