PROBLEM TO BE SOLVED: To place a limit on only the communication, associated with an infection activity by an infected terminal, when an infected terminal is detected. SOLUTION: After a communication control apparatus acquires the communication address of a network layer of the infected terminal 1 from a worm detector 35 and a management unit 36, when the worm interruption apparatus 2 receives a sender address of a received communication packet and the sender address is the IP address of the infected terminal 1; and when the communication control apparatus discriminates that information contained in the communication packet includes information that match preset security policy, the communication control apparatus stops the transfer of the communication packet to its destination.
