PROBLEM TO BE SOLVED: To provide a wide area network system that performs priority processing service with a unified distinguishing way even though the distinguishing way of data to be processed is different for every user. SOLUTION: In a network system transmitting and receiving data via the wide area network system, each user sending and receiving signal between other user has a conversion table defining a plurality of predetermined policies and priority in user premises equipment. The user of transmitting side transmits signal added the priority through the conversion table defining the plurality of predetermined policies and priority; while the user of receiving side receives the signal and deletes the added priority.
