PROBLEM TO BE SOLVED: To stably perform steam electrolyzing reaction for a long period of time in a high temperature and oxidative/reductive atmosphere while preventing gas leak in hydrogen and oxygen and cell damages in a simple structure. SOLUTION: A high-temperature steam electrolyzing apparatus comprises a steam supply chamber 2 to supply steam 41 to a hydrogen electrode 21 of a cylindrical steam electrolytic cell 1, a steam supply pipe 3 to supply the steam 41 in the steam supply chamber 2 into the cylindrical steam electrolytic cell 1, a generated hydrogen discharge chamber 4 for taking out the hydrogen 42 generated on a hydrogen electrode 21 to the outside of the system, an oxygen generating chamber 5 for taking out oxygen 43 generated in an oxygen electrode 31 side to the outside, and current lead terminals to supply an electrolytic current to the inside and outside of the cylindrical steam electrolytic cell, wherein conductivity is imparted to the wall faces of the steam supply chamber 2 and of the oxygen generating chamber 5, an insulating layer 8 is disposed between the steam supply chamber 2 and the oxygen generating chamber 5, and an electrolytic current supply means is provided to supply an electrolytic current to the hydrogen electrode 21 and the oxygen electrode 31 in the cylindrical steam electrolytic cell 1 through the wall faces of the steam supply chamber 2 and the oxygen generating chamber 5.
