<P>PROBLEM TO BE SOLVED: To provide a video content presenting device and a method that can reduce stress that a viewer feels during shift to a next scene before completing reaction. <P>SOLUTION: A video content presentation system 10 includes a display 12 for presenting video contents to the viewer P, and the display 12 is supplied with video and audio reproduced by a video reproducing device 14 controlled by a computer (22). When the video reproducing device 14 reproduces one scene, the computer (22) sets the video reproducing device 14 in a pause state and waits for the viewer P to react. At this time, the computer (22) observes whether the viewer P is reacting to the scene from video from a camera 18 and/or audio from a microphone 20.
