<p><P>PROBLEM TO BE SOLVED: To provide a vehicle control device capable of controlling on-vehicle equipment in accordance with a melody of music reproduced by a car audio apparatus, and an information communication system to achieve the control. <P>SOLUTION: This vehicle control device 10 is provided with an attribute acquisition means for acquiring an attribute of music reproduced by the car audio apparatus based on its melody and with a control means 73 for controlling the on-vehicle equipment based on the attribute acquired by the attribute acquisition means.
