PROBLEM TO BE SOLVED: To achieve an optical waveguide modulator of a simple configuration preventing an electric field from being caused by a pyroelectric effect. SOLUTION: The optical waveguide modulator comprises: a base material 11; optical waveguises 12, 13, 14 prepared directly under the upper surface of the base material 11; and control electrodes 15A, 15B, 16A, 16B provided to both sides of the optical waveguides 13, 14 on the upper surface of the base material, and comprises: two grounding electrodes 21, 22 provided to both sides of the control electrodes on the upper surface of the base material 11; and bonding wires 23 for connecting the two grounding electrodes 21, 22.
