<P>PROBLEM TO BE SOLVED: To efficiently support utilization of human resources within group enterprises. <P>SOLUTION: Dispatch side information and employer side information are stored (step 111). The employer side information is collated with the dispatch side information, and the employer side information is transferred to a matching dispatch side site to wait for a reply (steps 113, 103, 114). When reply information is acquired from the dispatch side site, the reply information with acceptance or refusal included is transferred to an employer side site (steps 114, 123), and the reply information is transferred to the employer side site irrespective of the acceptance. If accepted, information is transmitted which urges mutual consultation by themselves. Final conclusions (agreement or disagreement) are transmitted to an operation site (steps 106, 115, 124), and then each of the employer side information and the dispatch side information is deleted, or the information is updated if remaining dispatch side information exists.
