PROBLEM TO BE SOLVED: To reduce the possibility of occurrence of jamming on the webbing when a load is applied on the webbing slidably supported on a through anchor turnably supported on a support part in a cabin in a seat belt device of a vehicle.

SOLUTION: A webbing contact surface 22 of a webbing through-hole 21 of the through anchor A is made to be elastically deformable. When the load is not applied on the webbing 8, the webbing contact surface 22 is a flat shape along the width direction of the webbing. When the load is generated in the webbing 8, the webbing contact surface 22 is deformed in a concave arc-shape with respect to the turning center C of the through-anchor A along the width direction of the webbing 8.
