PROBLEM TO BE SOLVED: To form a gas hydrate having a large crystal particle diameter. SOLUTION: A raw material gas is dissolved in raw material water to form dissolved water (point X); the dissolved water is transferred from a nonequilibrium region to an equilibrium region to generate crystal nuclei of gas hydrate (point Y) and the generated crystal nuclei are subjected to crystal growth in the dissolved water kept in a metastable region (point Z).
