PROBLEM TO BE SOLVED: To provide a method for facilitating processing upon occurrence of collision of preambles and avoiding interference with other terminal. SOLUTION: When the number of signatures for specifying a terminal is increased and the signature is separated into a group and a personal in random access and there is no response of AICH (Access Indicator Channel) from a base station to preamble transmission, such a control as increasing the number of repeating transmission of preamble is performed in place of the power ramp control for raising transmission power of preamble. Both preambles of group and personal signatures are processed when the state of line is good, but the signature of group is processed at first and then the signature of personal is processed when the state of line is bad.
