PROBLEM TO BE SOLVED: To provide a horizontal ground improving method in which an ordinary hardening agent is available, and a horizontal pipe having a large cross sectional area can be created. SOLUTION: According to the horizontal ground improving method, a lower side portion (71) of the horizontal pile is created in an area (11) lower than the vertical center of a construction target area (10), and an upper side portion (72) of the horizontal pile (to be created) is created after or during creation of the lower side portion (71).
