PROBLEM TO BE SOLVED: To provide a milling machine and a milling method capable of securing lubrication and cooling property required for cutting without requiring a large quantity of machining oil when sucking cutting chips with a suction means in the milling method. SOLUTION: The machining oil O is jetted by a jetting nozzle 43 so as to be supplied to a clearance region P, the machining oil O stays in the clearance region P without being sucked from the clearance region P, and the machining oil O is attached to a machining part of a workpiece W and an end mill tip 13a.
