PROBLEM TO BE SOLVED: To provide a fresh water generating method which can efficiently remove boron, and stably operate the apparatus when separating boron-containing water, such as seawater, by a reverse osmosis membrane, and fresh water generating apparatus. SOLUTION: In the fresh water generating method, when permeate obtained by separating the boron-containing water by a reverse osmosis membrane module is stored in a tank to be subjected to adsorption treatment using activated carbon, the permeate is fed to an activated carbon adsorption tower at a flow rate different from the flow rate of the permeate obtained from the reverse osmosis membrane module. The fresh water generating apparatus comprises the reverse osmosis membrane module for separating the boron-containing water into concentrate and permeate, and the activated carbon adsorption tower for treating the permeate of the reverse osmosis membrane module.
