<P>PROBLEM TO BE SOLVED: To provide a content creation apparatus and method that enable mail-order houses and the like to easily create content for a mobile site for cellular telephones and upload it to a server for providing the mobile site, with their own computer. <P>SOLUTION: A content creation screen is displayed where it divides a module name display part, a mobile screen selection module name display part and a module content display part as screens. The module name display part lists basic module names and free module names for desired content creation, and some of them are selected and moved for display to the mobile screen selection module name display part, where they are arbitrarily rearranged, and are displayed or rewritten in the module content display part.
