<P>PROBLEM TO BE SOLVED: To provide a storage medium processing device which permits the return, temporary storage, reissue and collection of storage mediums on the basis information owned by the storage mediums, a storage medium processing method, and a storage medium processing system. <P>SOLUTION: In a game medium dispensing machine 3, when a return button 3d is pressed and the remaining amount is zero, a transfer belt 214 is reoperated and IC cards 31 for nonmembers are transferred to the position facing a card storage portion 204. Here, the nonmember IC cards 31 are temporarily stored in the card storage portion 204.
