PROBLEM TO BE SOLVED: To ensure excellent quality of service in accordance with variations of traffic distribution and to reduce communication costs by effectively utilizing resources.

SOLUTION: A plurality of radio communication apparatuses 103 and one or more BTSs (base transceiver stations) 106 are connected via an IP network 100 utilizing an Internet protocol and by arbitrarily changing a connection relation thereof, the BTSs 106 share communication resources of the plurality of radio communication apparatuses 103. When a mobile station (mobile radio terminal) communicates with a high-order network, the BTSs 106 utilize resources of one or more radio communication apparatuses 103 in accordance with increase/decrease of traffic volume.
