PROBLEM TO BE SOLVED: To provide a developer amount regulating blade capable of suppressing image defects such as fogging and development stripes caused by toner deterioration and toner fusion even in a long-term use while obtaining a stable chargeability by appropriately regulating toner, and to provide a developing device using the developer amount regulating blade. SOLUTION: The developer amount regulating blade has a first regulating member composed of an insulating member, which slides on a developer carrier, a second regulating member composed of a conductive agent and a third regulating member composed of a conductive member in this order, and includes a slope formed in such shape that a section including a ridge line A formed by its surface on a first regulating member side and its side surface on a sliding side is notched. The slope has a ridge line B that is the end of the first regulating member side on the slope, a ridge line C that is a boundary between the first and the second regulating members, a ridge line D that is a boundary between the second and the third regulating members, and a ridge line E that is the end on the third regulating member side.
