PROBLEM TO BE SOLVED: To provide a dispenser for preventing the sensitivity for detecting a specimen from degrading, and to provide a dispensing method that uses the dispenser. SOLUTION: The dispenser for dispensing the measured specimen 3 to a dispensed position of a substrate 2 is provided with a dispensing head 11 having a transparent nozzle 20 for dispensing the sucked specimen 3 to the dispensed position of the substrate 2; and a detection sensor 13 disposed in a position corresponding to the nozzle 20, and detecting air bubbles or a foreign substance 250 passing through the nozzle 20, while the specimen 3 is sucked. The inside diameter of a sucking region D in the nozzle 20 for sucking the specimen 3 is reduced gradually, as going toward the tip 24 of the nozzle 20 for discharging the specimen 3.
