PROBLEM TO BE SOLVED: To provide a structure installable without hindering a flow by increasing the area thereof in contact with a passing object in all areas in the diameter of a pipe without changing the cross section and the diameter of the pipe through which a passing object passes in an adding device for reforming a fuel or a substance served as the fuel, or air or a mixture (hereafter, referred to as a passing substance) of a combustor. SOLUTION: The structure of a device emitting ultrasonic wave, electromagnetic wave, negative ions is spiral or conical. Therefore, when the passing substance passes through a pipe, the passing area is not reduced.
