PROBLEM TO BE SOLVED: To provide a hard polyurethane board hard to cause deformation such as bulging or the like from a surface material at the time of heating and certainly enhanced in non-combustibility, and also to provide its manufacturing method. SOLUTION: The surface material is constituted so that an aluminum foil 1 arranged on the uppermost surface side, the polyethylene film 2 bonded to the inside of the aluminum foil 1, the aluminum foil 1 bonded to the inside of the polyethylene film 2 and the polyethylene film 2 further bonded to the inside of the aluminum foil 1 are laminated, and the polyethylene film side is bonded to the outer surface of a hard polyurethane foam.
