PROBLEM TO BE SOLVED: To enable a secondary air supply controlling device to prevent determination of abnormality in a secondary air supplying device caused by freezing and more preferably to use the secondary air supplying device as long as possible.

SOLUTION: An ECU 30 controls driving of the secondary air supplying device and determines abnormality in the secondary air supplying device based on pressure in secondary air supplying piping. The ECU estimates existence or nonexistence of freezing of a secondary air supplying valve 19 and inhibits abnormality determination when estimating that the secondary air supplying valve 19 is frozen.
