PROBLEM TO BE SOLVED: To provide a light modulator and a method of controlling light with the light modulator. SOLUTION: The light modulator includes a substrate 210, a transparent plate 220 spaced from the substrate 210, such that the transparent plate 220 and the substrate 210 define a cavity 240 therebetween, sidewalls 230 extending between the substrate and the transparent plate and form the cavity therebetween, an electrode 250 having a reflection face 252 and formed on the substrate adjacent the cavity, and a liquid 270 having an index of refraction greater than one disposed within the cavity. The light modulator further includes additional electrodes 260, formed on the sidewalls adjacent to the cavity. When an electrical signal is applied to an additional electrode 260 of the light modulator, by having the liquid move toward the additional electrode 260 to which the electrical signal has been applied, the angle of the interface of the liquid to at least one electrode is changed, and the direction of the light reflected at the reflection face of the electrode is changed, so that optical modulation takes place.
